When to use single layer graphene model for multiple layers?

I have another question. In the modelling methodology of graphene material, It has mentioned that the surface conductivity material model specified by (1)-(4) is valid only for a single graphene layer, However, under some circumstances, this model can also be used to represent multiple layers by scaling the total conductivity by the number of layers. My question is that for multi layer graphene, what are the circumstances, we can use the scaling parameter?

The main assumption when using the scaling factor is that there is no significant coupling between the graphene layers. The validity of this assumption depends on the type of excitation and the configuration of the stack of graphene layers.
